Moshman Associates, Inc. is an analytic consulting firm headquartered in Bethesda, Maryland. Since its founding in 1970, the company has fulfilled thousands of assignments, large and small, for satisfied clients in government and industry. Government clients include most Federal executive departments, independent regulatory agencies, the Federal judiciary, agencies of the Congress and various state governmental agencies. In the private sector, Moshman Associates has served manufacturing companies, financial institutions and many legal firms and trade associations. The applications have included estimating the financial implications of a proposed Federal program, evaluating the feasibility and benefits of imposing new procedures for assessing the quality of nursing homes, finding the major determinant of the profitability of TV stations, assessing the geographical variability of charges for common medical procedures and their relative relationship within regions, describing the characteristics of contracts awarded to small businesses, determining the likely effect of the Federal adoption of a new, simplified coding system for claiming payment for medical services, finding out how Federal judges allocated their time, etc. |
Since its founding, Moshman Associates has been engaged by one of the major TV networks to develop and operate its Election Night vote projection system, with the best record in the industry of the largest number of [correct] earliest projections. We developed an algorithm to satisfy constitutional requirements of decennial legislative redistricting by generating alternatives conforming to specified constraints and seeking to maximize some objective. This technique was also applied to the problem of reallocating district courts to appellate regions and to consider the implications of increasing the number of regions. We have studied the effects of permissible right-turn-on-red signals and found a significant increase in single vehicle accidents involving elderly pedestrians in intersections. We compared the use of salt on icy roads with the application of other competitive materials. |

A great deal of our resources has been applied to various phases of litigation support in the development of databases and in the preparation and presentation of expert testimony of a statistical or quantitative nature. The applications have included auto safety, distribution of employee time in the meat packing industry, the pricing of oil coming out of a pipeline after adding and extracting crude oil of differing qualities, estimating a fair distribution of revenue from rail freight borne by multiple carriers, determining the percent of revenue of a national courier company that had an interstate character, and generating share of market estimates that would result from a proposed merger. In addition to its many statistical and analytical applications, Moshman Associates also has a Technical Conference Division which has been responsible for a host of conferences ranging in size from several national White House Conferences to small board meetings. The technical staff of Moshman Associates is headed by its president, Dr. Jack Moshman who is a Fellow of the American Statistical Association. Its senior staff members have postgraduate studies and many years of experience in their respective fields, including statistics, mathematics and operations research.
